BUILDING/CONSTRUCTION OR DEMOLITION WASTE REQUIREMENTS
In the Port Macquarie-Hastings Council area construction and demolition waste makes up approximately 15% of all waste going to Council's landfills. This may not sound like much, but of that 15% about 75% can be recycled or reused.
Port Macquarie-Hastings Council has taken steps to improve recycling and reuse of this material by introducing requirements for managing construction and demolition waste.
A 'Waste Management Plan' (WMP) is now required to be completed for all demolition projects, or any construction project valued at over $50,000 (subsequent to a DA), and is requested for any complying development until new conditions are introduced in the new year requiring a submission. Typical requirements for these applications are listed below.
Development applications for demolition
A Waste plan will be required to be submitted before any development consent can be issued.
Combined Development Application and Construction Certificate
A condition of the development consent will require the submission of a waste plan before the issue of the construction certificate.

Council requests that a waste plan be submitted with any application.

The Waste Management Plan
Section 1 of the plan offers two options for compliance. Option 1 is to have someone manage the waste for you by selecting and using a Council-accredited waste service provider. By using an accredited provider the applicant can be assured that a certain percentage of materials generated on site will be recovered. Only accredited operators can be used for this option. A register of accredited providers is available to download below or from a Council office. For the majority of applicants meeting the requirements of the waste management plan will mean business as usual if they select option 1.
Option 2 is to manage the waste yourself by separating materials on site and organising for appropriate reuse/recycling of the materials. Estimates of material quantities and details of waste facilities are required for this option.
Section 2 requires confirmation of waste management actions. This is in the form of a 'statement of confirmation', declaring that management of waste materials was carried out in accordance with the original plan. Other documentation such as waste receipts can be attached to the declaration as evidence.
