Development Assessment Panel

The Development Assessment Panel assists in managing Council's development assessment functions by providing transparent, independent and expert assessment of development applications.

The Panel makes determinations on the merits of an application and will not be influenced by "lobbying" and "weight of numbers" in its assessment process.

The functions of the Panel include:

review development application reports and conditions;
determine development applications;
refer development applications to Ordinary Council Meeting for determination;
make recommendations to Council in relation to development policies;

Decisions are to be made by the Development Assessment Panel by "consensus" of the Panel Members. Where "consensus" is not possible, the matter is to be referred to an Ordinary Council Meeting for determination.

Where Special Meetings of the Development Assessment Panel are held, the same procedures apply but with the notice of the meeting, Business Paper and schedule of items to be determined being provided at least three (3) full days in advance of the meeting.

Council Staff	Group Manager Development Assessment , Building Surveyor Coordinator, Senior Development Engineer

Quorum: Three members

Format of the Meeting

The Development Assessment Panel generally meets on a Wednesday at 2pm.
The venue is determined according to the likely number of participants.
Meetings are "Open" to the public.
The Panel hears from applicants and objectors or their representatives. Where considered necessary, the Panel conducts site inspections which are open to the public.

Lobbying

Outside of scheduled Development Assessment Panel meetings, applicants, their representatives, Council staff and the general public are not to lobby Panel members via meetings, telephone conversations, correspondence and the like, regarding reports listed for Development Assessment Panel. Adequate opportunity will be provided at Panel inspections or meetings for applicants, their representatives and the general public to make verbal submissions in relation to Business Paper items.

Business Papers and Minutes

The Business Paper for the meeting are published and distributed on the Friday prior to the meeting.
The format of the preparation and publishing of the Business Paper and Minutes of the Development Assessment Panel meetings are similar to the format for Ordinary Council Meetings, except that the movers and seconders are not recorded and only the actual decisions are shown.
